Two foreigners arrested for flouting COVID-19 travel ban measure

Police in Preah Sihanouk province have prepared to deport two Chinese men to their home country soon over a violation of the COVID-19 inter-provincial travel ban by attempting to drive from Kampot province to Preah Sihanouk province.
The arrests were made on April 14 when immigration police detained two Chinese nationals. The Chinese men were identified as Li Changqing and Wang Youzhi.
Kampot police chief Major General Mao Chanmathurith reportedly said one of the two Chinese men drove an ambulance from Kampot province to Preah Sihanouk province on April 14, but when he reached a border between Kampot province and Preah Sihanouk province, the ambulance was pulled over by police at the checkpoint, but the driver turned back the vehicle and sped up. The ambulance was stopped in Toek Chhou district’s Boeng Touk commune minutes later.
The duo had their specimens taken for COVID tests and theirs showed negative on April 17, he said, adding that immigration officers sent them to Preah Sihanouk province and will be deported to China soon.

The Phnom Penh Municipal Court on April 18 sentenced a man to one year in prison for cutting off a barricade tape in a lockdown area in Phsar Depot II commune of Phnom Penh's Toul Kork district last week. This marks the first case that a Covid-19 measure violator has been tried.
Dara Rath Sokun, 27, was arrested on April 15 after he cut off the police barricade tape used to cordon off a street to block people from travelling through amid the lockdown.
Municipal court spokesman Kuch Kimlong said deputy prosecutor Long Chiep had charged Sokun under articles 4 and 11 of the law on the control of Covid-19 and other deadly contagious diseases.
"Presiding Judge Long Vanna sentenced him to one year in prison," Kimlong said.

Cambodia News (Takeo): On April 18, 2021, at 4:12 pm, the Royal Gendarmerie arrested 4 men who drank and played loud music in Angreang village, Somrong city, Takeo.
The 4 men were identified as Jib Tony, 28 years old, Jib Dareach, 14 years old, Pen Sokhorn, 26 years old, and Kheav Jin, 45 years old. The police confiscated the speaker system.

Lockdown Offenders to be Fined from US$500 to US$1,250
AKP Phnom Penh, April 19, 2021 --
Any individual who intentionally violates the administrative measures taken by the Phnom Penh Municipality to prevent the spread of COVID-19 pandemic and other severe and dangerous contagious diseases will be fined from 2 million Riel (US$500) to 5 million Riel (US$1,250).
According to a decision of Phnom Penh Municipality, the offenders will have 30 days to pay their fines. If they fail to do so, they will be sent to court.
If the violation causes COVID-19 transmission to others or seriously harms the public health, the offenders will also face a jail term, the source added.
The administrative measures include travel restrictions, ban of gatherings, lockdown, curfew, trade of risky goods or a transmission source of COVID-19, and so on.
