I think the ease of obtaining visas, not to mention no necessity to do visa runs (I stayed in country from 1999 to 2014 before leaving to attend a wedding in Oz), was to make it desirable for teachers and business oriented people to come and help get the country back on its feet.
That said, I'm pretty sure we all knew that it wouldn't stay that way forever. It's been happening for several years now - think work permits, tightening of rules for work/business visas, etc.
Phnom Penh used to be a quaint little country town. Now, I'm not so sure I like it as much as before.

Residence cards set for over 80,000 immigrants

The Ministry of Interior plans to grant residence cards to more than 80,000 immigrants to better keep track of them.

The ministry announced the plan on July 10, following the results of an immigration census.

“An inter-ministerial committee and many operational working groups have been set up to conduct a census of immigrants. They have examined the census to assess and compile a formal annexe table to define management and solution frameworks,” the notice said.

The census shows that nationwide there are 89,786 immigrants from 28,945 families and 11 nationalities that have applied for recognition as immigrant foreigners and permanent residents.

Of the number, 89,471 are Vietnamese nationals, 117 (Thai), 151 (Lao), and 22 (Chinese).

The working groups revoked 37,436 irregular Cambodia administrative documents from 69, 957 people from early 2017 to June 30, last year. Of the number, there were 19,967 Vietnamese families made up of 69,787 people.

“Currently, the ministry is granting permanent residence cards to the above-mentioned immigrants for them to be managed under the law and they fulfil the obligations as defined. The cards are valid every two years,” said the ministry’s notice.

I'd love to know how one can apply for that. On my 11th year here. 11 consecutive years of uninterrupted residence. Most countries offer PR after 5 years and citizenship after 10.

In the UK you could be Prime Minister. Certainly an MP and easily a local councillor. Here you probably couldn't even get a job in the government cleaning the toilets.

Some of these people have been in Cambodia for two generations and they are still sorting out their status.

Interior Ministry sees a danger to Kingdom: Illegal migrants ‘are a security risk’
The Ministry of Interior has branded illegal migrants in the Kingdom as being a “risk to national security” and is cracking down on them following years of inaction due to “political considerations”.

In a recent report, the ministry said that since the Law on Immigration was adopted in 1994, the authorities have focused on stopping the illegal entry of foreigners via border checkpoints but did not go after those who had already been living in Cambodia for several years.

“The solution for these foreign immigrants was prolonged or blocked due to political considerations,” the report said.

“[The Ministry of Interior] now considers that it could not leave this immigrant issues to continue to be a risk to national security, public order and social safety, as well as economic development,” it added.

The government has conducted a census of foreigners in the Kingdom a few times in the past, including in 1995 and 2002.

“Since 2014, the Ministry of Interior requested guidelines from the country’s leaders and received high support from Prime Minister HE to address this issue with determination and responsibility for the national interest,” the report said.

In August 2014, the Interior Ministry’s General Department of Immigration (GDI) also conducted a nationwide census of foreigners.

During this period long-staying illegal migrants were given the chance to apply for permanent resident status.

This amnesty period ended on June 30, 2019, during which 89,786 foreigners or 28,945 families applied for a permanent residency card.

They were from 11 nationalities of whom 89,471 were Vietnamese and the rest were Thai, Lao, Chinese or Myanmar.

Between early 2017 and June 30, 2019, the authorities also revoked 37,436 documents which allowed the foreigners to remain in the Kingdom after finding irregularities in the way they were issued.

The report noted that such documents were confiscated from 69,957 foreigners, including 69,787 Vietnamese.

36 Foreigners Arrested in Siem Reap

Cambodia News (Siem Reap): On July 23, 2020, The police immigration officers collaborated with Sangkat Sala Komreuk police in two raids to check on foreign workers at two places in Siem Reap, the junk warehouse, and Vihara boutique. They arrested 36 foreigners for staying and working illegally in Cambodia in Sangkat Sala Komreuk, Siem Reap. All of those arrested were Taiwanese and Vietnamese nationals.

The foreigners have been sent to the Investigation and Procedure office at the Siem Reap Immigration department to have their cases processed before being deported.

Cambodia is now revamping its immigration laws

Phnom Penh authorities are preparing a parliamentary bill to introduce sweeping changes to the country’s immigration legislation in preparation for the post-pandemic world. Cambodian interior minister Sar Kheng last month ordered a working group to examine the issues because “the current law dating from 1994 is outdated given technological advancements in the digital era.”

According to Facebook’s lively forum Cambodia Visa and Work Permit Group, there is still debate about the details such as who is responsible for updating the application if someone moves address. So far about 11,000 foreigners have registered, although the number is low because Cambodia currently allows no tourists into the country and insists that returning business people in employment have substantial medical insurance (at least US$50,000) and undergo 14 days self-financed quarantine on arrival as well as the usual Covid-19 tests and approval from the Cambodian embassy in the country of departure.

The government’s working group, led by the justice minister Ang Vong Vathana, is said to be considering these and other allied matters, including an updated definition of what is Cambodian nationality. But an official confirmed that there will be new documentary requirements for all long-stay foreigners based on experience to date with the most recent regulations. Applicants for the one year extension of stay for retirees in particular will undergo more substantial documentary checks about their income or capital. There is likely to be an expansion of the electronic visa system and more substantial use of new technology by visa-issuing consulates and embassies abroad.

Any new law is not expected to be on the statute books before next year and will need to await the reopening of border posts and the resumption of normal air traffic in a post-pandemic scenario. But it does seem probable that all visitors to Cambodia, both short term and long, will be subject before too long to more bureaucratic and monitoring procedures.
