I guess the main area?. I was there for work so I did some light recon of the area. I went a tourist 2 years ago and hated it. I just cant man...I cannot get into the snookie spirit many have.

By sohka hotel there is an abandoned massive hotel project. I know the designer. Even off the main strip many half done projects,

The ones over by snooky are a joke. It's actually mostly done and some work still happening on it, but it's just a money laundering scam. The price them at insane amounts (1.3 mil for a 3 bedroom villa) and russians buy them up then "rent" them to people who aren't really there at insane amounts of money per month. Suddenly they have a ton of cash they can legitimized.

As for the "min area" I'm guessing you mean Serendipity/Ochheuteal beach... that part of Sihanoukville kind of sucks. Tourist/backpacker heaven. It's a spread out town, check out some more of it and you'd find some much more fun places to be. Personally a big fan of Otres beach.
