The article below is interesting because there is a discrepancy of over 1million people in the two figures given as Cambodia's total population in 2019.

The post above gives the 2019 Cambodian census results as:
As of March 3, 2019, the total population was 15,288,489. There were 7,418,577 males and 7,869,912 females.
The PRB 2019 report below says:
Cambodia currently has a total of 16.5 million population
World Population Data: Cambodian Population to Peak 19.7 Million By 2035

The Population Reference Bureau (PRB)'s 2019 world population data sheet released recently shows that Cambodian population is expected to reach 19.7 million by mid-2035 and to 21.9 million by mid-2050.

According to the fact sheet, Cambodia currently has a total of 16.5 million population and the average household size is 4.6 people, while the percentage of the population under the age of 15 is 31 percent and 65 years old and older is 4 percent.

The source continued that there are only 6 deaths per 1,000 population, and the male and female population between 15 to 24 years old living with HIV/AIDS is 0.1 percent.

A total of 23 percent of Cambodia’s population live in urban areas, and the gross national income per capita was recorded at US$4,060 in 2017, it added.

The average life expectancy for male population is 69 years old and female population is 73 years old.

It's not surprising that the PRB estimates differ from the Census results. PRB uses its own population projection models that draw on a wide variety of data, including the Census, Demographic and Health Surveys, vital registration systems, UN Population Division projections, etc., and although the Data Sheet itself always mentions a specific year, the projection may apply to a previous year, depending on how recent the data sources are - you'd have to check the country notes. Census results also may not be fully accurate since they're heavily reliant on the quality of the Enumerators and the training they've received. Even in the US, missing out on a million or more is more often than not the case, due to the homeless and transient population. It's a difficult business at best. If I had my druthers, I'd simply split the difference! Minor note: Although PRB issues a World Population Data Sheet each year, the estimates should never be used in a times series, since past country estimates are often revised as new data become available.
I know some of the above because I worked at PRB from 2000-2004 partly on Cambodia, then moved to PP and worked as a health sector numbers guy (M&E) from 2004-2016.

The census also only considers those in the country at the time of survey. How many migrant workers are outside the country that are not included in the census count?

Excellent point. Which may explain the discrepancy between the Census and PRB estimates. "May" because I've no idea what the PRB model looks like and what data were used. Typically, in a population projection, you'd factor in Net Migration, but that would depend on data availability as well, and I'm not sure how accurate those figures are. In addition, several problems associated with the implementation of the 2019 Census were covered by David Hutt in The Diplomat of August 14, 2019 - I think the article has been referenced in this or an associated thread earlier. Basically, they didn't hire enough of them, they didn't pay them enough, and they didn't give them enough time to do a thorough job. So what's new??

SCC holds inquiry over Ministry of Planning’s alleged census error
The Supreme Consultative Council on Wednesday questioned Minister of Planning Chhay Thorn over inaccuracies in the national census data, which is projected for release in July this year.

Sok Sovann Vatana Sabung, the president of the Khmer Rise Party who proposed to invite Mr Thorn, said yesterday the inaccuracy on the national census could spark a lack of confidence from the public.

He raised the discrepancy in the number of residents in the capital as recorded in the census. While the Phnom Penh authority recorded a population of 1.4 million in 2019, the Ministry of Planning cited more than 2 million people – accounting for a difference of about 600,000.

“This data is very important. If it is wrong, it will make trouble for the whole country, as well as relevant partners and NGOs who depend on it,” he said. The methodology for conducting surveys, he said, requires mastery and professionalism. However, Mr Vatana Sabung said the surveyors did not follow the proper steps and instead merely asked local authorities to fill in the necessary information.

“Their survey is unacceptable and unprofessional,” he added. “I can’t accept the explanation from Minister Chhay Thron. I have to report this to the Prime Minister because they lied to him and the whole nation. I have the evidence needed as point of comparison to show that their data is completely wrong,” he added.

In response, Planning Ministry spokesman Srey Da yesterday claimed the survey is professional and accurate, citing that they even worked in cooperation with a foreign adviser. He added the data which Mr Vatana Sabung claims as evidence was not collected last year, but in 2017.

“He does not understand the process that we do. We count the current number of people living in Phnom Penh,” said Mr Da.

“In our survey, if we see 10 people, we put 10 in the list. It doesn’t matter whether their hometown is in the capital or in the province.”

Life expectancy increases to 75 years

Life expectancy in Cambodia has increased to an estimated 75-years-old, according to the General Population Census of Cambodia 2019 issued on Tuesday.

According to the World Health Organization, in 2018, life expectancy for men was estimated at 67.3-years-old and 71.2-years-old for women, on average 69.4-years-old.

Minister of Health Mam Bun Heng said that in the report, men’s life expectancy has increased to 74.3 years and women to 76.8 years. This was linked to a drop in infant mortality rates.

“Through this national report, we see that the infant mortality rate has dropped from 26 in the 2008 census to 18 per 1,000 live births in the 2019 census and the under-five mortality rate has been declining from 44 babies in the 2008 census to 28 babies of 1,000 live births in the 2019 census. In addition, the maternal mortality rate has dropped significantly,” Bun Heng said.

He said the proud results reflect the tireless efforts of health workers in the Kingdom.

Minister of Planning Chhay Than said the population growth rate varies from one province to another, with a national growth rate of 1.4 percent. He added that today the couples in Cambodia have an average of two or three children because they use family planning or contraception.
