Poor monk. These episodes are rare. Esp. towards monks.
I think the buffaloes should recognize monks as non-threatening.

Uhh, body language?
I guess you don't know much about monks. They receive some training before being allowed to leave the monastery.
Each place is slightly different, but usually monks are taught to be deferential, to walk slowly and carefully (sometimes barefoot), to cross streets properly, hold their robes a certain way, to avoid eye contact at certain times, etc., being much more mindful of their surroundings as they do so.
It's basic monkhood.
Most animals I've seen don't react to the robe-wearing monks because they are often conditioned to associate them with peaceful passerby.
If truly vegetarian as well (some are not), they do not smell like meat eaters, so get a pass by many animals.

Plenty of dogs bark at monks. Maybe animals have some kind of sixth sense and can tell who's good and bad. Or, maybe animals just don't like orange robes.

Yes, when they are in front asking for alms. Some dogs bark for fun or attention.
But buffaloes? Weird.
The monkhood here is not yet developed, so I'd say the level of commitment and training among many are not so good. Hence, the lack of adherence leading to less respect by both humans and dogs.
A good monk can whisper through an area on barefoot with nary a stir or sound.
