He's pretty well dressed for SHV, surely that qualifies for a discount?

The translation is all wrong, should read;
Section 8.10
Herewith is the law, subject to Section 8 of the of the laws everywhere in full, at no point will any foreigner, tourist, traveller or vagabond impersonate Jimmy Hill.

Personally, for being that well dressed, I think he should be granted citizenship.

Looks like this guy has been all over the place. First in Thailand, beck to the UK without landing a job, then maybe to China, and finally Cambodia, where he's been living (and working?) illegally, and finally arrested/deported.

Leo is O.K and harmless, except to himself. He has been in S/ville on and off ( mostly on) for about 6 years. Had a bar/restaurant near Sky bar originally and was ripped off blind by his Khmer partner. Unfortunately that started a downward, alcohol driven, spiral. He worked in menial jobs most of the time (which I respect him for - at least he worked) but his drinking would get the better of him eventually and he would get sacked. Never harmed anyone but himself and was a genuinely likable guy when he was 1/2 sober and just a sad bugger when pissed. The only surprise to me here is I expected to read a " found dead" post about him rather then a deportation post. So at least for those of us who know him, this is good news rather then bad/sad news.

He looks a lot older and thinner in the perp walk photo than in the Facebook photo.

I still have no reason to believe the Sihanoukville police are actively rousting Westerners and checking them for visas. I suspect though that Westerner who comes into contact with the police for any other reason (like getting arrested, or if they find you passed out in a gutter) is questioned about visa status and then turfed out of the country if no valid visa.

Maybe Hotdigr could offer his thoughts on my theory.

I think this could be a good earner for Sihanoukville hookers. "Give me $300 or I will call the police and tell them you have drugs or that you hit me. They will ask for your visa and then deport you because you obviously don't have one."

Half a plan is better than no plan but the missing ingredient here is money. If you can't afford a $300 visa, you're hardly likely to have $300 to give a hooker are you? Might be easier for them just to up their rates from $5 to $10...

Already offered my thoughts on that one CN and actually agreed with you. I don't know why they copped Leo, but will find out tomorrow ( today technically I suppose) at some stage.
