However he will retain leadership of the ruling Cambodian People's Party - a position political analysts say still gives him ultimate control.
He's not giving up power, just a title.

HE has announced a date a little over 2 weeks in the future.
Now, given the past record of doing shit at the last minute and issuing statements well into the evening the day before said announcement is to take effect we could draw the conclusion that they are testing the waters of public opinion. If the proles are against it and voice their displeasure HE will simply delay to give his son more time to "learn the ropes" until he proves himself competent.
Not that it matters if he is competent or not in the long run as it will happen but HE may not want to rush ahead if it's not going down well with the commonfolk.
