Cambodia casinos warned to halt online gambling by Dec. 31

Cambodia’s casinos could face legal action if they don’t halt their online gambling operations by January 1, according to a government spokesman.

On Christmas Day, VOA Cambodia quoted Finance Ministry official Ros Phearun saying that government officials would conduct inspections of local casino operators to ensure they are complying with Prime Minister HE’s August directive to rescind all online gambling licenses by the end of 2019.

This past weekend, HE confirmed that the directive was no passing fancy, telling a local festival audience that “in days to come, online gambling will completely disappear.” The August directive declared that no new online licenses would be issued and that existing licenses wouldn’t be renewed when they expired at the end of this year.

Phearun, the government’s traditional point person on gambling issues, echoed HE’s recent comments by claiming that the online gambling ban was intended to reduce money laundering by unscrupulous operators. Phearun claimed Cambodia currently lacked the technical capabilities to ensure that all operators were complying with their regulatory obligations.

Many of the new casino licenses issued over the past two years have been for Chinese-run operations in Sihanoukville. VOA quoted a Preah Sihanouk provincial spokesperson saying that local authorities had no choice but to “implement what is set by the government” and thus Sihanoukville’s casinos will be closely monitored to ensure they’ve shut their online operations.

Phearun told the Khmer Times that there were 141 active casinos in Cambodia – down from 163 in June, a possible reflection of the exodus of Chinese operators following August’s directive – of which 89 were operating online gambling and arcade machines. Some 72 casinos are believed to be officially operating in Sihanoukville alone.

Phearun added that a “joint committee … will inspect each casino” to see if online operations are ongoing, and that “we will not wait until January … we will start to crack down on the night of December 31.” Casinos found to be flouting the new rules will face not only license revocation but also legal action.

Cambodia’s National Military Police Investigated 48 Gambling-related Crimes In 2019

Mushrooming of casinos and online gambling centers has been counterproductive in Cambodia and that’s pretty much why the government has planned to put a complete ban on all forms of online gambling in the country.

According to the latest figures for 2019 released by Cambodia’s National Military Police it received 2,550 reports of crime across the Kingdom this year of which 48 were gambling-related crimes.

While the National Military Police force managed to solve most of the cases it has said that 800 of the total crimes are still under investigation and will be solved soon.

The National Military Police said that of the 2,398 cases already, 963 involved drug dealing, drug use (188), murder (14), kidnapping (13), rape (35), theft with aggravating circumstances (28) and violence with aggravating circumstances (67).

It also said that they investigated eight cases of human trafficking, robberies (142), street snatchings (33), fraud (33), intentional acts of violence (27), unlawful use and possession of weapons (21), planting marijuana (four), causing intentional damage (16), breach of trust (30) and gambling (48).

While the efforts made by the military police in tackling crime in the country has been lauded, Cambodia is hoping to see a steep decline in gambling-related cries once the online gambling ban in the country comes into effect when the current licenses expire.

Cambodia On The Verge Of Banning All Online Gambling In Casinos

The government of Cambodia will shut down all online gambling activities in the country on Jan. 1. Casinos that fail to comply with the ruling will be punished, Ros Phearun, a government spokesman, warned.

Cambodian government officials will conduct inspections of local casino operators to ensure compliance with the directive.

In the event some casinos still allow online gaming into the new year, the government would revoke their license and initiate legal action against the operators.

Cambodia reportedly decided to end internet gambling in casinos under pressure from China, which considers online betting a catalyst for social decay. Beijing also worried foreign online gaming casinos catered to Chinese gamblers playing remotely. China has significant influence in Cambodia due to the billions of dollars Beijing has invested in the country.

Casinos close, gamblers flee Cambodia ahead of inspections

PHNOM PENH: Scores of casinos have abruptly closed ahead of inspections on online and arcade gambling operations across Cambodia as a ban comes into effect.

Cambodian Prime Minister HE in August issued a directive to ban all online and arcade gambling in the Kingdom by the end of this year. He noted some online gambling operations rigged their games and threatened those who are not able to repay gambling debts.

Earlier this month, the Finance Ministry’s financial industry department revealed a drop in the number of licensed casinos from 163 in June to 141. The department yesterday said the number has further decreased to 136 licensed casinos.

The department said 20 to 30 more casinos in the kingdom ceased operations and decided to move outside of the Kingdom, causing unemployment among casino workers and the departure of gamblers from the country.

Ros Phearun, deputy director-general of the ministry’s financial industry department, yesterday said the ministry predicts 80% of the 136 casinos in the Kingdom will shut down.

“We have seen more than 30 casinos shut down and more are going to do so in the near future,” he said. “They are forced to shut down because they are losing income [due to the ban]. We believe that in 2020, some big casinos will shut down, too.”

Immigration Dept says 400,000 Chinese have left because of online gambling ban

Casino owners are now longer allowed to run online gambling operations.

The General Department of Immigration yesterday reported hundreds of thousands of Chinese nationals left the country after Prime Minister HE in August issued a directive banning all online and arcade gambling operations.



GDI spokesman General Keo Vanthan yesterday said about 447,000 Chinese nationals left the Kingdom, including those who held long-term visas.

“There were 447,676 [Chinese nationals] who left,” Gen Vanthan said. “It was because of the low [tourist season]…and the online gambling ban in the Kingdom.”



“Most of them left Phnom Penh and Sihanoukville,” he added.

Gen Vanthan noted the Kingdom in the same period received about 323,000 Chinese workers with s.long-term visa

When asked about how many Chinese nationals are working and living in the Kingdom, Gen Vanthan declined to comment.

Mr HE on August 18, issued a directive banning all online and arcade gambling in the Kingdom in a bid to safeguard security and public order.

Mr HE said some licensed online gambling operations rigged their games and threatened those who are not able to repay their gambling debt.



The ban takes effect today and the authorities have been preparing to conduct inspections on casinos across the Kingdom.

A joint committee made up of officials from the Interior Ministry, National Police and Finance Ministry, yesterday held a meeting in preparation for the crackdown.

The National Police yesterday reported on its website General Neth Savoeun, chief of the National Police, ordered members of the committee to strictly enforce the ban and inspect all casinos in the Kingdom.

It said Interior Minister Sar Kheng and Finance Minister Aun Pornmoniroth told casino owners to respect the directive and shut down their online and arcade gambling operations.

“All kinds of online gambling are to be permanently shut down,” the National Police said. “The government will no longer allow online gambling to operate starting on January 1, 2020.”



It said Gen Savoeun ordered local authorities to work with casino managers to carry out Mr HE’s directive.

“We encourage all relevant partners to effectively enforce the directive. Avoid hiding your operations because we will take legal action,” the National Police said.

Major General Chuon Narin, chief of Preah Sihanouk provincial police, yesterday said he received an order from Gen Savoeun to crack down on all online and arcade gambling operations in the province, especially in Sihanoukville.

“Most of the casinos have ceased their online gambling operations,” Maj Gen Narin said. “Provincial authorities have received the order to take action.”

According to the Finance Ministry, the number of licenced casinos dropped from 163 in June to 136 this month, while the Interior Ministry’s anti-commercial gambling department reported there are 91 licenced casinos in the Kingdom.

Ros Phearun, deputy director-general of the Finance Ministry’s financial industry department, said on Monday his ministry predicts tax revenue from the casino industry will drop by 12.5 percent because of the ban.

“We seriously weighed the negative and positive impacts [of this ban],” Mr Phearun said. “We will lose revenue from it, but we will earn other benefits such as the reduction of crime.”


According to the numbers supplied in this article only a net loss of about 124000 but they would not confirm how many where working here.

The next 2 years will show what is really going to be the outcome of the bans on online betting as we may see a larger reduction in casinos and associated accommodation, and localised providers such as Chinese massage Chinese food and entertainment .

The question is who will maintain the buildings and the resulting deteriorating infrastructure around them when no maintenance is attempted. (not that maintenance is a big thing here anyway)

Will the new proposed waste treatment plants and water treatment works go ahead now?

Big investments..lost.
Khmer people losing money renting cars.
Joints close up leaving investors and landowners in the lurch.
People borrowed money thinking the gambling industry would be huge.
Bribes lost.
I could care less..I don't gamble and the chinese ran me out of Sihanoukville when my apartment was bought with 7 months on my lease.
What about the chinese areas they control with 99 years leases?
Perhaps, the long game is to run the off shore out ans force the chinese to come to Sihanoukville to the fancy hotels and casinos?
I could see Siem Reap caving to pressure and allowing a few casinos..
Xi knows his people are losing billions off shore.
He wants to stop that bleeding.
It looks like a massive scam..
A bait and switch...get these places built..give them licenses...knowing they will have off shore rooms.
Take the payoffs..bribes..let them invest billions and then pull the switch and claim Xi orders it.
So glad I don't gamble ...besides riding in tuk tuks ...
There sure has been a lot of crime in Sihanoukville that has zilch to do with on line betting
That crime is with punters in the casinos...
