A three-star lieutenant general with the Ministry of Defence has been stripped of his advisory role and dismissed from the military after being charged with allegedly threatening his in-laws.
Ho Chamroeun had earlier been promoted as personal adviser to Prime Minister HE and received the oknha title from the King this year.
King Norodom Sihamoni, via a royal decree dated May 23, ordered an “end to the position of His Excellency Ho Chamroeun, personal adviser to Samdech Akka Moha Sena Padei Techo HE, prime minister of the Kingdom of Cambodia”.
The royal decree did not provide reasons for the move, but Chamroeun is currently in pretrial detention at Prey Sar prison for allegedly discharging his firearm in a threatening manner in his Dangkor district home in April.
Serving within HE’s Bodyguard Unit, he was appointed as a personal adviser to the premier in February, together with 10 other military generals. In mid-April, he and his wife received oknha titles from the King.
A little more than a week after receiving the title, he reportedly fired his gun six or seven times to threaten his parents-in-law and his wife. He was arrested in mid-May and charged over the incident.

Phnom Penh: Ho Chamroeun, 38 years old, was a military officer at ministry of National Defense with the grade of Lieutenant General, and he was appointed as Oknha on April 12, 2018 by the king and worked as a senior advisor.
After his imprisonment, the King issued a royal decree to terminate all his positions, including the position as Oknha.
Ho Chamreoun was taken to court on May 16, 2018 following a complaint by his parents in-law and and his wife, for threatening to kill them and shooting up his house on April 21, 2018. He was maintained in detention by the judge.
Now, in addition to these charges of violence, Ho Chamroeun, is charged with investment fraud. Two Chinese and one Korean businessmen have charged the accused with defrauding them out of 200 million dollars with a plan to develop a modern hospital in Takmao city and other projects.
[It now seems quite possible that the ex-okhna was put in jail on the violence rap to keep him safe while the fraud charges were being prepared.]

Jailed tycoon faces fresh charges
Tycoon Ho Chamroeun, a former Defence Ministry lieutenant general, has been charged with cheating two Chinese investors out of more than $80 million for the construction of an international-standard hospital in Kandal province.
Mr Chamroeun was already facing charges of fraud and making a death threat.
Phnom Penh Municipal Court clerk Sok Sopheak said that in the latest case the accused was charged with fraud. He was sued by the Chinese investors, who had been his business partners.
Mr Sopheak noted that the latest lawsuit was submitted to the court on June 5.
Mr Chamroeun had invested in the construction of an international-standard hospital worth more than $200 million with the plaintiff in Takhmao city.
After the agreement on the project in 2017, the plaintiffs sent more than $80 million to Mr Chamroeun to spend on the project.
“But after his arrest, the project did not go ahead. And when the plaintiffs claimed their money back from the accused, he did not pay it,” Mr Sopheak said. “To claim for their losses, the plaintiffs later filed a lawsuit against him to the court for intervention.”

How the mighty can fall. The accused in this case was appointed as Oknha (a Cambodian title roughly equivalent to tycoon, member of the elite) on April 12, 2018.
From ex-oknha, to ex-general, to ex-soldier in one year, that's quite a demotion for a Cambodian tycoon.
[On October 4, 2018, Mr Chamroeun was convicted by the Phnom Penh Municipal Court and sentenced to 18 months in prison over the shooting case.]

Phnom Penh Municipal Court on Wednesday finished questioning a former Defence Ministry Lieutenant General who is accused of cheating two Chinese investors out of more than $80 million in a project to construct an international-standard hospital in Kandal Province’s Takhmao City last year.
Hong Sothea, a court clerk, yesterday said that guards brought tycoon Ho Chamroeun from prison to the court for questioning by Investigation Judge Koy Sao.
He said that Judge Sao has now completed questioning the accused, who was sued by the Chinese investors and charged with fraud, and is preparing to send the case for trial.
According to court documents, Mr Chamroeun, 38, was arrested on May 17 last year over another case when he fired shots in the air during a family dispute. After his arrest, he was sacked by the ministry and stripped of his military rank.
The documents said that in 2016, Mr Chamroeun, who was then a property businessman, had invested in the construction of an international-standard hospital worth more than $200 million with the Chinese investors.
After the agreement on the construction project, the plaintiffs in 2017 sent more than $80 million to the accused for hospital construction costs. But the project never went ahead because Mr Chamroeun had been arrested.
The plaintiffs asked for their money back from the accused but he did not have any money to repay them.

This Oknha thing. What is it exactly? The pay for the title, but then get favors which gives them licence to lie cheat and steal? Sort of like a Cambodia mafia kind of thing?

Gangsters (aka mafia) are a completely different thing in Cambodia, word wise, appearance, etc.
Okhnas are a big step above the regular folk. For example, if one ran over you in his car, you would be at fault and need to apologize. Hence the cops never stop a car that could be possibly carrying one of them for this reason.
Ohknas are not all equal and have power struggles amongst themselves. The one in jail for example, means that the Chinese investors he stole from are protected by much more powerful okhnas. The circle of power ends with iron man at the top.

Phnom Penh (FN), Aug. 27 - Oknha Ho Chamreoun was sentenced to 30 months imprisonment and a compensation of USD 97* to the plaintiff, a Korean investor, according to Fresh News reporter Choun Socheat who attended the hearing today, 27 August 2019.
Chamreoun was charged with fraud, issuing a fake cheque.
