US tear gas bombs found at pagoda
Wed, 25 January 2017
Niem Chheng

The Cambodian Mine Action Centre (CMAC) has been alerted to two unexploded tear-gas barrel bombs dropped by the US in a Svay Rieng province pagoda complex during the Kingdom’s civil war in 1970, CMAC director-general Heng Ratana said yesterday.

Ratana said the bombs, found near a primary school within the pagoda’s grounds, contained chlorobenzalmalononitrile (CS gas), also known as tear gas, and were among four to hit the site in February 1970.

He said while two blew up the pagoda’s dining hall, the unexploded ordnance was buried by local residents at the time and remained undisturbed until a recent tip-off by military police.

“We received the information and sent our team last week to interview three witnesses who participated in burying the bombs,” he said.

“This is not the first time that we have found these kinds of bombs, but the first time we found some in a crowded place like a school. In the past, we found them in the farms.”

Ratana said a CMAC team would return to the pagoda in Romeas Hek district’s Koki commune today to assess how to remove the bombs. He said the operation would likely take place early February on a weekend, during which time the school would be closed and nearby residents evacuated.

Unexploded Chemical Drums Buried Under School for Years

by Van Roeun and Matt Surrusco | January 25, 2017 | អានជាភាសាខ្មែរ

Authorities alerted to two chemical-filled drums that were buried decades ago beneath the grounds of a primary school and pagoda in Svay Rieng province are preparing a plan to excavate them, officials said on Tuesday.

Villagers knew about the drums, which were dropped by U.S. military helicopters in the 1970s, but only reported them this month due to fears they would begin to corrode and leak, the officials said.

i wonder if the school was there originally?

so the bombs were buried and no danger to anyone, not children, especially as the army knew about them and decided to remove them?

No Removal of US Bombs Without $300,000
by Zsombor Peter and Van Roeun | February 9, 2017

After grabbing international headlines last month by warning of an imminent mass evacuation to remove a pair of tear gas bombs dropped on Cambodia by the U.S. decades ago, the government now says the drums will stay put until donors come up with an extra $300,000.

Last month, the Cambodian Mine Action Center (CMAC), the government’s main demining operator, said it had recently been alerted to the drums—both containing the chemical CS, a main component of tear gas—by locals in Svay Rieng province. It said hundreds would soon have to be evacuated to dig them up safely.
That job has fallen to the National Authority for the Prohibition of Chemical, Nuclear, Biological and Radiological Weapons (NACW), a unit of the Defense Ministry.

General Chhey Sun, the NACW’s secretary-general, said on Wednesday that a team was still assessing the site, but backpedaled on CMAC’s initial claims.
Instead of the 3 km evacuation radius it had predicted, the general said, the excavation would require no evacuation at all, and could be done in a matter of weeks.

But Gen. Sun said his unit lacked the money to remove the drums, and had no imminent prospects of finding it. He estimated the cost of clearing the one site to be $500,000, but soon knocked it down to $300,000...
“The U.S. should help us because it dropped the CS barrels on Cambodia,” he said. “There is not enough money from the U.S.”
The U.S. dropped at least 500,000 tons of ordnance on Cambodia during the 1960s and 1970s. Since the 1990s, it has spent over $114 million in an ongoing effort to help clear the country of both bombs and mines.

CMAC: Cambodians Suffers From US Cluster Bombs

Phnom Penh (FN), Feb 21 - Heng Ratana, a director-general of Cambodian Mine Action Centre (CMAC) confirmed that Cambodia has been greatly affected by approximately 29.5 million cluster bombs dropped by the US Air Force and that they continued to threaten the lives, and livelihoods, of citizens.

Heng Ratana reported that there are concerns after a US cluster bomb exploded in Ratanakiri province, causing severe injury to a 32-year-old man.
“Cambodia suffered by cluster bombs during the war in 1960s and 1970s, dropped by the US Air forces accounted for more than 29.5 million mines. Some documents reported that there are 26 million landmines and there are many different types of BLU 17, BLU24, and BLU69. Cluster bombs were used by Thailand forces during the dispute over Preah Vihear temple in 2008,” stated by Heng Ratana.

“Around the globe, 17 countries have used cluster munitions; 30 countries are the producers; and 61 countries store cluster bombs,” he added.

CMAC, aided by US, works to clear in and mines around Kratie and Kampong Cham provinces, which are densely populated and have hold potential for agriculture. According to Ratana, the difficult and lengthy process of clearing mines makes it difficult to provide safety to citizens living in mind and bomb affected areas.

So what is the purpose of dropping CS (teargas) on the Ho Chi Minh trail? Slow down the trucks for 30 minutes? Obviously some kind of tactic that I can not grok.

Cambodia seeking $400 million to complete demining
By Sopheng Cheang | AP February 24

PHNOM PENH, Cambodia — Cambodia needs more than $400 million in aid to remove by 2025 all of the land mines that are a legacy of years of civil war, the country’s prime minister said Friday.

Prime Minister HE said in a statement marking his nation’s Mine Awareness Day that the mines remain a threat and kill or maim nearly 100 people a year.

“These mines are not only inflicting tragedy on the lives of our people, but also holding them back from moving on with their lives and developing the country,” he said.

Cambodia has cleared about 1,500 square kilometers (580 square miles) of mines, but nearly 2,000 square kilometers (770 square miles) of land remains littered with the munitions, HE said.

It's used to flush the enemy out from tunnels and trenches etc.
