Think the children's home is 'Bethel Children's Home Cambodia'...took me a while to track it down, as the address wasn't returning anything. But the description of the NGO fits, same part of town etc and also links to Chloe​ Flanagan​ who filed the complaint.

Institutionalisation of children is known to be detrimental, and the abuse of children in institutions is a world wide problem. Unfortunately the mindset of many organisations involved in the "rescue business" whether it be children or sexworkers is still akin to that of Victorian England.

At the risk of being repetitive:
The World Report on Violence against Children (2006) notes that the impact of institutionalization on children is severe. It can include
“poor physical health, severe developmental delays, disability and potentially irreversible psychological damage.

Contemporary research has documented many problems in young children adopted out of institutions in Eastern Europe. Abnormalities
include a variety of serious medical problems, physical and brain growth deficiencies, cognitive problems, speech and language delays, sensory integration difficulties, social and behavioural abnormalities, including difficulties with inattention, hyperactivity, disturbances of attachment, and a syndrome that mimics autism. Update from the Phnom Penh Post - the director of Bethel Children's Home has been released due to lack of evidence.
And it seems that the kids have parents so whatzup ??
The director of a Phnom Penh children’s NGO arrested over allegations of abuse was released from police custody on Wednesday due to a lack of evidence, police said yesterday.

Mao Soeuth, deputy police chief in Chbar Ampov district, confirmed that Soy Srey On, 23, director of Bethel Children’s Home of Cambodia, was “released and returned home”.

Another district police officer, who spoke on condition of anonymity, said Srey On “has been put under police monitoring”, but was released because there was “no evidence”.

In an interview yesterday, Srey On admitted to “whip[ping] [children] a little bit with a stick to give them discipline”, but maintained she had “permission from their parents to do so”.

Well damn. I still can't get over that the donor was giving $2,000 a month to take care of 4 kids with parents. :facepalm:
