Behinds the scenes of a Cambodian news story
I wanted to add this "behind the scenes" bit, (what the news doesn't tell you) because I hold a fair amount of distain for the media in portraying inaccurate or partial stories. As for the veracity of the account, this is a first hand account as I was an actual witness to half of the event and my wife and family saw the entire thing. Yes, I'm back in Cambodia for the moment to spend time with the family.

While the banker was helping load the man into the backseat, the police took notice and approached him. Once they realized it was the injured man was in the backseat, they stopped the banker from leaving and detained him, accusing him of running the man over with his car. This infuriated the bystanders who then began to loudly voice that the construction workers were at fault.
When the police then heard this, they demanded that the man be taken back out of the car and photographed for evidence, all he was dripping blood all over the interior of the car. This set off even more of the observing crowd, and the 20 or 30 people began to push back the policemen and demand the banker be released so that he could take him to the hospital. They let him go after a few intense minutes of people getting in their face and shouting and then went on to investigating the accident scene.
The construction was never deemed closed (as the article stated) and the workers continued on after some money was exchanged to the authorities (witness). As for the construction site, they have since dropped some water pipes and more rebar since the accident this morning, all as if nothing had happened that morning.
The man is expected to survive.
