It has been done in most cities but eventually a bar owner, who is not on the crawl, will get pissed off and complain. Many people have tried and they all get shut down, just look at SR when the dirty dancers were all arrested. as i recall, per coivd, didn't someone do this?
Think of the $$$ that could be made ( "we will bring you 15 customers for a drink, how much commission will you pay?" )

i countered with after visiting the first one, it would be hard to get people to get up and move on to the next one

Coppers have been provided with breathalyzers and have found out it's a gold mine. If anyone is sceptical about the local police force it's me, but the combination of available breathalyzers, serious fines (increased about ten fold) and greed make me consider this time it might be different.
