3–5 October: The 1996 Ottawa Conference (The Ottawa International Strategy Conference). Due to the presence of Countries openly opposing a total ban in Ottawa, consensus was difficult to achieve. The political "Ottawa Declaration" was accepted only in the last moment, after protracted negotiations. The main document, the "Agenda for Action on Anti-Personnel (AP) Mines" failed to get consensus. Due to a compromise proposed by Austria it was finally accepted, but only as "paper of the Chairman".

I think it's only the USA and China who never signed to stop production and use of if needed.

Princess Diana’s iconic walk through a HALO minefield in Angola in 1997 catapulted the landmine issue to prominence. Later that year, 122 countries came together to sign the Ottawa Treaty, banning the use of anti-personnel mines.
Two decades on, much has been achieved—almost 30 countries have been declared mine free, including Mozambique, once one of the most mined countries in the world.
Countless lives have been saved and communities rebuilt, but landmines continue to kill and maim. In Cambodia alone, 11 people were killed and dozens injured by landmines in the first half of 2019.

The farmer was disking...not plowing.
How do you know it was a landmine?
Going on some Princess Diana and USSR tangent when you have zero facts other than a farmer was disking a field and hit some kind of explosive device is not any help.
It could of been a number of things.
Look at the disks.
Had the field ever been farmed before?
Claiming it was a lone mine seems kind of iffy.
A cache of ordnance seems plausible.
If there were mines in a field someone had been farming for years; there would of been multiple instances.
Then, they would of come in and cleared it.
What a tragedy.
I wonder who is going to bring a new piece of equipment and get back to disking?

Moral outrage is a never ending treadmill of blame going back to when the Homo Sapiens wiped out the Cro Mags. Or Cain and Abel.

The here and now has plenty of problems that need solving.

Condolences to the farmer. I hope he recovers and is able to feed his family again.

Good spotting the dog not sure if it's sleeping though

Trouble is when the enemy is advancing maps are not kept very well, the guy who laid the mines gets killed and the bunker the map is in gets blown up by a tank.
Mines are supposed to be illegal now but if your coutry is invaded you will use whatever methods you can to beat them. They still find unexploded bomb, mines and ammunition and mines from the first and second world wars in europe. We don't hear much about Afghan and iraqu civiliand being blown up by old mines. Perhaps the world just doesnt care about them much
