In its statement, APLE said the Phnom Penh Municipal Court held a trial on December 5 and found Mr. Ricketson guilty of defamation 10 days later, fining him 5 million riel, or about $1,250, and ordering him to pay 10 million riel, or about $2,500, in compensation.

Fletcher was and is innocent of the crime of which he was convicted.

APLE is corrupt to the bone.

Will APLE move against CEO next?

because there is no mention in the terminology that it is actually classed as criminal defamation and no mention of a prison sentence. It sounds more like the results of a civil case than a criminal case.
And it’s obvious in the international arena these proceedings would be considered as nothing more than a joke when the defendant wasn’t even informed about the court case in the first place.

Defamation is a criminal offense under Cambodian law, and there are further distinctions made between various kinds of defamation and slander. In some cases, depending on the specific charge or degree of offense, it is only punishable by fine, not jail time. Here is a passage from the relevant statute by way of example:

CHAPTER 2
DEFAMATION AND INSULT
Article 305: Public Defamation
Any allegation or slanderous charge that undermines the honour or the reputation of
a person or an institution constitutes defamation.
The defamation that was committed by one of the following means, is punishable by
a fine of between 100,000 (one hundred thousand) and 10,000,000 (ten million)
Riels:
1. by speeches, by any means whatsoever, announced in a public place or in
public meeting;
2. in writing or sketches by any means whatsoever, circulated in public or
exposed to the sight of the public;
3. by any means of audio-visual communications intended for the public.
Article 306: Defamation through Media
The defamation committed by means of media is subject to the provisions of the
press law.

what happens if you can't or won't pay the fine and will they let you pay it in instalments over a long period of time?
and are you free to leave the country even with fines like this hanging over your head?
