Simple Theft is 6 months to 3 years.
Aggravated Theft from 3 Years to 10 Years.
In reality, they are guaranteed 'the beats', first and foremost.
Afterwards, their families can buy them out before court or strike a deal for a reduced sentence.
They are re-educated and sign a paper not to do it again.
If caught again they will receive the sentencing as above.
The equivalent in the UK of 'Community Service" but without the service part, or a suspended sentence.

Good news and good police work hopefully limiting this type of crime. We see "bag snatching" often results in injury with loss/damage of belongings to the victims. Artemis and his girlfriend likewise and also going through the order, so did another lady victim in the last weeks news, her being victim to 3 guys aged 16-18. Both incidents were on film and must be of help to the authorities in catching the culprits, of what would surely be considered an aggravated crime.
Will the criminals walk? Will victims be compensated?

Phnom Penh: The Bureau of Investigation has arrested a suspect, in front of Obama nightclub on Street 51, Sangkat Phsar Thmey 3, Daun Penh district, who was wanted for the crime of theft with aggravated assault.
Colonel Bun Sathya said that Kim Wai, a 23-year-old Cambodian national, was sought by police as the prime suspect in a violent bag snatching which occurred on 8 October 2019, on street 430 in Phnom Penh.
