He is most definitely a police officer:

"The Jersey City Police Department received notification yesterday from the State Department that one of their own, Police Officer James Forrester, was found dead in Cambodia. At this time, we have no information about the circumstances of his passing. Right now, our thoughts are with the Forrester family, their friends, and the Jersey City Police Department as they deal with this sudden loss." said city spokeswoman Jennifer Morrill.

I wonder if we will ever know the actual cause of death. That translation could mean almost anything.

Forrester, 45, served in the East district. He had been with the JCPD for 20 years, according to state pension records.

It appears that some in the USA are suspicious of the reason he was in Cambodia and the circumstances of the death, although the basis for any suspicion is not stated. It could be the mere fact of a policeman taking a holiday alone in Cambodia. Or maybe they are just hating on policemen. He has his supporters online as well.

The US media are reporting the brief statement made by the city's spokeswoman (reported on this forum as well). The spokeswoman confirmed that Forrester was traveling in Cambodia alone and was found dead, but she stated that they had no other details regarding the circumstances of his death.

Could refer to a gastrointestinal bleeding. Such bleedings have intuitively been attributed to stress ulcers.

Und die laufen vom Gesicht
Doch der Haifisch lebt im Wasser
So die Tränen sieht man nicht

In der Tiefe ist es einsam
Und so manche Träne fliesst
Und so kommt es dass das Wasser
In den Meeren salzig ist

Can you confirm this is the same James Forrester, and why they were deemed to be unfit to effectively perform the duties of the position?

Yeah, so far I haven't seen anything to suggest he came here for sketchy intentions. ..
