Probably being "diplomatic". Having the cause of death as heart attack, possibly caused by sleeping pills written on ones death certificate is better than having the cause of death as "ODing" on illegal drugs. In every guesthouse and backpacker joint around town--places where the young and old partiers like to hang out--should hang a sign in English, French, and German:

Drugs here are different than drugs at home.
Drugs here are NOT cut or diluted/combined, and may kill you.
Drugs here can be tainted, and may kill you.
Motodupes and Cyclo and Tuk Tuk drivers do not know the differences between white powder drugs. They may try to sell you "cocaine" which is actually uncut drugs of a different type.
Visitors and people new to Cambodia have died frequently. Don't become a statistic.

I wouldn't hang such a sign in my premises.
I'd probably hang a "No drug use" sign though, and pretend alcohol, valium, tobacco and cannabis aren't drugs.
There are enough warnings in each and every guide book, enough harm reduction sites on the web and enough anecdotes regarding this same issue going around.

What would really help would be extremely cheap drug testing kits that can be purchased in pharmacies, 7/11s etc. At least you know when you're putting rat poison up your nose.
If you enjoy noise pollution and obnoxious driving practices, Phnom Penh is the place for you!
