I really don't think that naming and shaming the guy is a big deal here if it gives a heads up to other businesses in Kampot or elsewhere.
This guy is not good and not ok, gives expats a bad name, so why not out him to help prevent other incidents like this one ?
Graduated from Shasta College in California.
Taught English in Cambodia.
At least for two days, until he quit.
And women definitely don't get a creepy vibe from him and run off in the middle of dates.
We also have about 3 hours of video footage of him on what appears like a meth bender, but never got around to getting it up yet.

The reason we can't understand what brought the rant on and why wouldn't a shopkeeper want to sell him some stuff is probably down to his past actions and behavior.
Normal people go to a vendor, buy something, smile, pay nicely and are generally pleasant in their demeanor.
BUT
Act like an arrogant twat and yeah eventually people are gonna get pissed off.. they would rather pass on the sale.... "thanks, but no thanks"
Just my guess as to what led to the melt-down.

I must confess that I hadn't actually watched the video when I posted.. I just flicked through the comments to get a general idea of what happened.
Having now watched the video my above observation is almost certainly true.
It's not that clear but at the start when he has just been told that they don't have any "water" he clearly says "'cos I'm white?"
No ... it's not 'cos you're white... It's 'cos you're an arrogant twat with a chip the size of Greenland on your shoulder.

Too many crazy Americans here. I just read at the PP Post a new immigration bill is in the works, if you read between the lines, some feel there are too many foreigners in Cambodia, 140,000. Could Cambodia go the way of Thailand??

Incidents like this erode respect. This is especially true with less sophisticated minds where generalizing or lumping together foreigners (as a people of a certain origin, heritage or nationality sharing a particular trait) is often the norm. For example, this one Chinese guy parked wrongly at Aeon and my friend saw it and quickly commented ជនជាតិចិនអូនអត់ល្ (choncheat chen ort laor = Chinese people not good). This makes them show resentment, hesitance and suspicion towards all persons of the same origin, even if they've just met that person for the first time, thus the habitually posed first question (តើអ្នកមកពីណា = where are you from).
This is prominent in the way comments are written:
"they"... "we", a clear differentiating of them as a whole and we as a whole.
Luckily this notoriety is not one seen and reported daily.
It's certainly something which needs to be addressed in terms of anger management, just like this video captured in HK:
