Where was this?

The only cold storage in Cambodia is run and owned by a western guy, and it is not located at any hospital. The body is not being released because no one has claimed it, has more to do with legal issues than getting money back.

They have a shit load of unclaimed bodies taking up space that they are stuck with.

Hospital wont even take him to the wat and burn him till his debt is paid

FYI:
hospital still has unclaimed bodies from the Tsunami way back in 2004
With a combination of such malice and idiocy, that sounds like a hospital to avoid.
