I guess his $200 bribe paid off.

I agree it's a big deal.

1. Police have scared off pot smoking island, Koh Rong.

2. They have publicity said they are sending someone from Phnom Penh to Sihanoukville to handle the problems they have with foreigners.

3. They are now searching foreigners for drugs who they stop for traffic violations.

4. And now they seem to be locking up Americans and extorting hundreds of dollars out of them to be released who have lost their passports, have overstayed their visa by a few days, and have already started the process to replace the lost passport.

5. Making retired people who are working get a valid work permit.

6. They got rid of all the Laughing Gas from all the bars months ago.

7. Am I missing anything?

I agree with CN - not that it's a big deal - but that it is always good to stay informed of any new attitudes adopted by police and immigration.
I was curious about how and where he was arrested. In this case, correct me if I'm wrong, a guy went to report a lost passport and got arrested because of a short overstay that he was apparently going to pay anyway?
(If so, I understand better why he got out so easily - if he was willing to pay he shouldn't have been in jail in the first place, should he? I thought jail was for the penniless. )
Why should we care?
Just to stay on the ball and know if the rules are being enforced in a different manner than previously. Ignorance is no excuse. 8)

Are you surprised? There was a time when you roll and smoke joints openly at many riverside (PP) bar/restaurants. If you want to smoke weed at Koh Rong, you can discreetly roll one up in your bungalow and smoke it on the beach, instead of skinning up in the guesthouse restaurant and making out you're on the set of 'The Beach'.

ONE american was caught up in the clean up and he's out already.

That said, will be interesting to show up at the airport in July and see if I can still just bark "business visa" at them and get handed one.

If that is true, then I take back calling him a prick. I thought he was just another entitled backpacker who believes the rules don't apply to him, but arresting someone who lost their passport, overstays under a month, and actively seeks authorities to sort it out is bullshit.

In response to UT above about this just being "one American" caught up in this, keep in mind that the press has reported (I think) 3-4 other Westerners arrested in Sihanoukville this month on visa irregularities. And that's just what has made the press, we don't know the real numbers, I don't think the press necessarily gets wind of or reports on every foreigner arrest.

yes, they are doing it even to old guys near 70 riding in tuktuks.

i think it is a purge of the retirees myself.

personally, i will fuck off quick if i see much more confirmation of it.
