I have to say that out of respect for white (or other race) fathers of their Cambodian wive's children (meaning they don't look mixed), I tend to avoid assuming that foreign men with Cambodian children without their mothers are child molesters.
Usually, I would have a brief look at the children's appearances (clean clothes, brushed hair, healthy weight, etc.) and their demeanor (at ease, happy, lively, playful, etc.) to "conclude" that they are legitimate father and children.

Looking back at the girl's photo, her clothes look clean and new and she looks well-groomed. She has though very skinny legs but a lot of young girls often go through a skinny phase. From that picture alone, and if I make abstraction of knowing that there is credible evidence against him, I honestly wouldn't be able to tell beyond a reasonable doubt that they are not legally or customarily related.

This brings me to wonder where and how he picked up the kids, did he buy clothes for them to make them appear like his children, did someone actually procure the kids to him?

It's not an easy thing for legitimate fathers to be subjected to suspicious looks or outright accusations.
And while there is a lot of campaigning to encourage people to report suspicious behavior, there also should be education about recognizing legitimate multi-racial families.
But if that man is indeed guilty, he took careful steps to pass as a father. Which makes it even more difficult to make the difference.

Referring to Soi Dog's mention of the father upset at guesthouses questioning, I think that it's where legitimate fathers should be patient and understand the need to make proper checks, such as presenting a family book, birth certificates, mother's ID, or even call the mother so that she can talk to the clerk.
Because if it was their children who were somehow lured by an ill intentioned man, they probably would've wished the guesthouse to have properly checked.
Since it's riskier for an offender to abuse children in the open, the guesthouses and hotels are the last protection for children.
Guesthouses and hotels staffs should be trained though to do that in a respectful and sensitive manner.

^ I can't imagine a newly arrived barang being able to pick up such young girls off the street and get them in his room on multiple occasions without some local contact/provider of such services. But I supposed it's possible he has been doing this for years, as I see he carries a brand new UK passport (over 10 years before expiration still). His old passport stamps could provide a lot of info on his possible history of previous, nefarious activity.

Again, no one should feel comfortable making these assumptions without some proof. But unless this guy turns out to be the girl's close relative, and I hope for his sake he is, I can't feel a bit sorry for him because I can't personally see any other scenario where a grown man is cavorting alone with children, in public or private.

Agree; ITs the press / NGO's that makes every older Farang with a you local child a pedo in so many tourists eyes . One reason is because thats what they read on how many tuk tuk's have it on their back an dhow many posters around town to report them.

What if mom is out of the picture?
When i would travel with m daughter from the time she was 6 or so we never carried house books, BC, mothers id, and if we were in Thailand she did not have her passport with her.

I have NEVER been questioned as if it was my daughter and that goes for Nepal, Singapore, Malaysia, Thailand, Laos and Cambodia

Only in Cambodia did we sometimes get dirty looks. ITs the fucking press....

^ What is your point..that child molestation in Cambodia by barangs is non-existent? What if it's proven this guy is 100% guilty? What about the photos of David Fletcher with his grimy hands on the 8 year old girls at the dump? Smoke. Fire.

I don't know how much concern is too much concern. But it's not all unwarranted.

Again, I have no idea what you are saying. "In Cambodia, THEY make a huge deal of it." Who is "they"? The police? APLE? The media? You are saying they "made a big deal of it" in this case, without merit? If he is guilty, should they have only made a small deal of it? What is the appropriate size deal to make of it? Is this not a legitimate news story in your opinion? What should have been done differently in this case? You seem to be implying that less should be done to expose cases of child sexual abuse because it makes you personally feel like some sort of a suspect.

A British national was arrested Tuesday in Phnom Penh on suspicion of sexually abusing at least three girls aged between 8 and 11 years, police said.

Michael Glyn Jones, 55, was arrested outside Olympic Market at about 9 a.m. after an investigation by police and child protection group Action Pour Les Enfants found Mr. Jones regularly met with underage girls and lured them to his house near the former Boeng Kak lake, said Keo Thea, chief of the municipal anti-human trafficking police.

“He would lure the underage girls and bring them to the rented house because the hotel wouldn’t allow it,” he said.

APLE began investigating Mr. Jones in early 2013, after a tip-off by an informant.

In photos published online by local media outlets, Mr. Jones is seen openly walking in public while holding hands with a small girl. Yi Moden, deputy director of field operations at APLE, said he was pleased by the arrest.

“We’re delighted to see the arrest and compliment the police’s swift action to stop him from further abusing,” he said. “This man is dangerous for children.”
