Their embassy might be thousands of km away in another country. They might miss their flight because they have no passport. With no proper ID it can be difficult to get anything official done.

IF ur able to prove u had a passport before.
I was robbed in India back in 75, traveling on the train, ( looking back i was stupid an set up but after 2 days of traveling with no sleep the mind does not work right)
Made my way to the US embassy in Delhi, (conductor let me ride for free) had to pay for a wire to the states to confirm my US citizenship. Response came back......no record of us citizenship or passport being issued. Great

So they told me get 3 people that had seen my passport * yea right, i always go around showing my us passport to a bunch of people i dont know
Anyway went back to the gh that was allowing me to stay in exchange for getting people to stay there, bribed 2 guys &a girl with lunch if they would go to the embassy with me.

Ok, 1st part done. BUT i couldn't just leave India, now i needed a stamp showing i came into India legally. That took another 4 months with daily visits to the foreigners regional registration office .
I refused to pay Backshish so they had me come back everyday. Wasn't all that bad as it was aircon and they offered me tea and biscuits and had a good library of old books.

My mom had sent $300, 4 months before and with what was left had enough for a ticket to Germany and a couple 100 grms of O to sell .

So although, for most it might not be a pain getting a lost/stolen passport replaced, for me it was an adventure

I do realise for some people it could be stressful but for the majority it's not such a big deal. Emergency passports can be issued quite promptly for travel, and now with many embassies represented in Phnom Penh from countries that I'd suggest represent the majority of travellers to the country, it's pretty painless - even verifying ID. Some embassies act as representatives for other countries as well.
