We don't know he's a foreigner. Maybe he has Cambodian citizenship. All we know for sure is that's he's black and a really bad driver.

Why would I skip it? Speak for your own behaviour, I don't care about his ethnicity, I'd read it anyway, traffic safety is something I'm concerned about.
