On May 3, 2018, at 5 pm, Maung Russey district police detained a 14-year-old male from Dang Doung village, Moung commune, Maung Russey district, for raping his eight year old sister. The mother laid a complaint with police after discovering that the 14 year old had repeatedly raped his little sister since February of this year.
In front of the police, the suspect confessed that he had been watching hot porn (pornography) over the phone, and that this made him want to act on his feelings.

So what is the solution to this problem? No smartphones to under 18 year olds? Prove that you are over 18 to access porn sites?

Come on, you know what’s going to happen. All ISPs will be ordered to block all porn sites like when they ordered the blocking of the daily.

Nothing will change this problem except education. Education for the kids and the parents. We're dealing with a culture that still thinks raping a virgin girl is the cure for HIV, and (as someone local told me the other day) you have sex with your spouse to (only) make children, and then go to the KTV for fun sex.

There's a project called Good Touch Bad Touch which teaches kids what's appropriate and what isn't. Obviously it's aimed at safeguarding kids against adults, but might also help in situations like these to better educate both kids. The project is tied into a youth anti-porn initiative - www.asianyouthagainstporn.org - which AFAIK is not faith-based content and is getting some traction. A friend of mine is one of the key drivers on this.

I'm sure I'd seen a few "dirty magazines" by the age of 14 (that's all we had in those days) and I certainly didn't go on to rape any 8 year olds. To blame online porn is massively oversimplifying the problem. A 14yo boy knows the difference between ordinary porn and child rape. I'd guess this boy would have done what he did regardless of having access to online porn.
The difference between animals and humans is that animals would never allow the dumb ones to lead the pack.
