In fairness, I have once and got a satisfactory reply. Some more information and then a few days later was informed the property was already sold. He said it wasn't his client. Fair enough in my book.

Small bathroom (but has water heater)
Rip-off rubbish charge of $10 per month
Major construction site nearby
No local market nearby and Pencil is not so good

No photos, it's worth a look if you think it might suit you. Oh, and she also has a shop unit with mezzanine living space on the ground floor, $750 I think.

I honestly don't know why landlords put silly charges on things like rubbish (and often water as well). If you're gonna charge $10(!) for rubbish, just hide it in the rent. And water and electricity should be PPWSA/EDC rates. Charging extra just exposes the landlord as greedy and deters potential tenants.

Agreed. The ramp up on utilities is an odious scheme. I won't pay it. I pay state rates and would not even entertain a place other than on those terms.

If you have your own meter, then you have your own bill. There is no reason to pay an uplift. And before you sign up, turn everything off and make sure the meter is not moving. It is not unheard of to find out your supply is being tapped and used by someone else.

Haha, yes, a friend had a place paying government rate, he had no aircon but always had a higher bill than I did. Finally the shop downstairs (he was on the top floor) became vacant and his bill dropped to nearly nothing. It wasn't the whole shop's usage, just its outside light.

I wouldn't be so black and white about the rate. If you are a light user and the basic rent is cheap, then you have a good deal (as I did).
They may inflate the ancillaries for various reasons. Firstly, they pay tax on the rent so it's a way of reducing the tax a bit. Second, one relative may be the owner and another does the management. The owner gets the rent and the manager deals with paying the utilities. The manager also draws up the rental contracts.

Your points make a lot of sense, and I can be a bit hard nosed about some things, but...

I run my aircon a lot, plus electric hob and oven, a fridge freezer plus a chest freezer, washing machine, vacuum cleaner, TV, Laptop, hot water heater. My usage is about 550-600 KWH a month, so that is about \$100-$110 a month at state rate of about $0.18 per kwh.

When I see $0.25 that means $137 - $150 and 1200 riels is $0.29 which means $159 - $174.

Anyway, with all my accumulated crap in the apartment, I'm going absolutely nowhere!

Good point, we were all so focused on the provenance of the photo we missed the fact that it's not well stocked!
