Are you for real? You produce a pretty nonsensical list of places that are (in your opinion) "better than" Phnom Penh for a stay of 6 months or more, but you can't or won't say what that is based on?
Clearly, which place is better is highly subjective. I don't see myself enjoying a 6-month stay in Battambang (3 days were quite enough). How my friend Google would change that perception is anyone's guess. Fact is, however, that Phnom Penh offers a lot more options to keep oneself entertained and/or busy, so there's that.
The OP currently lives in Hua Hin. I don't know the OP, but I've asked myself how many Hua Hin residents I know would be happy in Battambang. Zero would be my educated guess.

Battambang offers proximity to Phnom Penh, Siem Reap and Thailand, has a decent selection of places to eat and drink but still has a 'small town feeling', one can easily find an affordable house with a garden close to the city center
I wouldn't want to live there but I would choose it over Phnom Penh any time.
Finally... I responded the way I did because you said 'I'll bite '. Iwasn't trolling, just saying there are better places around than Phnom Penh if you plan to spend a few months.

I stayed 6 months at Seasons residence on 144 street lately, and look around for better and cheaper. I would say, try them for a couple of nights (can find on Booking.com), i payed for a 1-bedroom appartement last year (6-months-contract) 600 US+electricity. They have also 2-bedroom-apps, but dont know the exact price of it. Internet is okay but not super, i useally just connected my phone to my laptop if internet slowed down and just used my own connection. I can give you their direct contact-infos if you PM me !! Its nice and good situated. Until now, didnt find better for that price, or no-one give me better info . . .

Riverside, BKK1/2/3, Russian Market area, Toul Kork, Chroy Changvar are the neighbourhoods where most western expats live.
But what I would suggest, when you come, take an few airbnb apartment for 4-7 days in couple of locations to see which one you like. Then after couple weeks contact agent and tell what area you want to live, your budget and your needs and they will find you suitable place.
Or maybe Chroy Changvar if the OP prefers a water view (like Hua Hin).

I just need to keep the number of days I remain in Thailand to less than 180 for this year and maybe next year as well so it will be very lucrative for me to do this due to the new tax thing they're doing in Thailand starting this year.
Before I moved to Hua Hin some ten plus years ago I lived in the Sukhumvit area of Bangkok for three or four years so I'm OK in both big busy cities as well as the more sleepy places like Hua Hin which can be a little boring at times.
I want a nice and comfortable place to stay as I will definitely spend most of my time inside whichever apartment or house I decide to rent.
