No attack on you, OP, but I don't know who you would expect to buy a place like this in Sihanoukville. It looks shoddy and will be looking worse in 2-3 years time, when investors may restart interest in buying condos in Sihanoukville. The swimming pool will probably be in need of repairs by then.
Not to mention that the present city of Sihanoukville ressembles a Syrian town after a bomb attack. Who wants to live there right now ? Even the Chinese have left.

Sihanoukville has nice roads connecting everywhere now, well designed infrastructure and it is pretty cheap. Freelancer's heaven. Then it will be repopulated again. It is now direct access from Otres Beach to Ream, The beach road is perfect. Sihanoukville is the first time a liveable city now. Business is slow, there are fewer people. However, it will change as the borders open and people start visiting the Kingdom again.

These two gym looks very similar. Are they by any chance related?
