It's very common in Cambodia to sell places that are not constructed yet, by using photoshop and similar development photos etc. This will be your dream appartment, blabla.
Not defending the real estate agent, but everybody does this.
SO, this is why you should NEVER EVER buy a property in Cambodia that you have not checked out yourself, on the ground.
And you do need to check out the neighborhood. For example, despite what real estate people might say, Sihanoukville is still a shit-fest and do you (or any other westerners) really want to live there ? If you buy a condo now, it's cheap, but chances are that you can only rent to Chinese expats. Up to you, but most westerners will find more enticing investments elsewhere that are less risky - IMO.

Cheap can always get cheaper. Condos in this country may be having their Wile E. Coyote moment. It is the third project of the developer, all condominiums are sold by 3d render photos.
This one is an example studio in the same building which is furnished. The studio advertised will look the same (the same layout) but unfurnished.

This is an expats forum and the advertising is free of charge AFAIK, so I don't see why we shouldn't hold posters to a higher standard.

I am selling various property in all over Cambodia. Every property has good and bad sides. However, if someone is buying a condo from Sihanoukville, this one is a very good deal. There are locals, Chinese people, Asians, and Westerners as well following this forum, and living in Sihanoukville or who wants to live in Sihanoukville. You guys all assume only you are the target clients. Sihanoukville infrastructure is solved, the roads are almost complete. The new highway from Phnom Penh to Sihanoukville will make the trip only 1.5-2 hours. Otres is connected to ream, you can drive a perfect beach road with a stunning view. Accommodation is cheap. This will make the population rise up in a few years after covid. It will be populated by digital nomads first. Chinese online gambling industry has left the country and there will be a more balanced population.
Even with the lowest possible rental income, it is still better than many properties. Price is cheap, at a cheap price you get less ROI with the same percentage.
