Looking for a part time English teacher/ translator. A few days per week or online. Need initial assessment and progression plan, weekly lesson plans. I will sit with the boy and implement the weekly lesson plan. Online is fine. Come to my house and my wife will cook you an amazing Khmer or Chinese meal. Kind of backwards from what you want, but here is 'Be Like Khmer' who offer Khmer lessons to foreigners. If they can't help, maybe they can recommend an English tutor in Phnom Penh.

You might be better off asking any Cambodian friends if they know of English tutors, as that's probably the last thing English-speaking expats know of (unless they're teachers, of course).

Manager of a Korean mini mart in Phnom Penh used to give foreigners lessons in basic Khmer at Golden Sorya Mall. Everything is possible.
