That flooding don't look good! Why with so many of the new builds, the governor or planning did not insist on the infrastructure being in place. Damage or inconvenience must be high to people, dwellings and business.
Always "hope" but never "expect".

nope, not good at all, its at my friends guesthouse next door to pub street, next to the swamp that they filled in, going to be massive flood problems around that area because of that!

How is the atmosphere there? I don't mind the price tag, but hate places that are stuffy and pretentious. Anyway a twice a year birthday splurge (Me and my significant other) ... start off with topaz restaurant on 136 norodom, french modern cuisine
amuse bouche, escargot in wine reduction
starter trio of lobster, scallop, foie gras
escargot in herbed butter
soup lobster bisque with foie gras
soup wild mushroom
entree duck breast with foie gras
entree prawn spaghetti seafood reduction sauce
desert souffle flambe with grand marinier
overall one of the best french cuisine in phnom penh, cant much about the service though
Also can get a passable quality bottle of wine there in the $30 to $50 range?
