If you do not drink
If you do not drink is this the place for you? Seems a lot of the activities and attraction to KOW surround bar life.

Dear Dr Stearn (or are you a German Mr Stearn?).
I manage to go out and drink non alcoholic drinks.
Finding things to do socially without drinking is easier than it used to be, although many events are held in bars...comedy nights, trivia nights, games, some acting stuff, documentary viewings, art exhibitions, various charity events, movies, live music, drink and draw evenings (just don't drink).
Finding others to do it with without finding yourself among company you usually wouldn't associate with might be difficult.
I would NEVER stalk you across two forums but ....

Kidding. I am dreadful at small talk and not much of a looker.
What would you normally do somewhere else to socialise that didn't involve drinking?

Dear Violet, I am not anti-alcohol, I can drink a beer like I would any refreshment, but I would not drink 12 beer just like I would not drink 12 cokes. Not drinking at a bar is like being on a train that's not going to your destination. Anecdotally, almost all the trouble I have known, for myself or others in my life, has been alcohol related.
As far as the rest of your query, I guess I just don't go out much for socializing. However, I am planted in community and family, so there are things to do. When I travel to another country, I will not have that luxury, and I do not plan on becoming a happy drunk.

Thats an illusion generated by the internet forums. Most expatriates here working in reasonably good jobs are unaware of these type of forums. There is plenty to do here, mountain biking, running, climbing, off road riding, caving, fishing etc. I have done them all and now I am retired and having a bit of a rest. I do go out to restaurants a lot and enjoy good wine with my meals. I also go out a couple of times a week and catch up with friends but this is only for an hour or so. Don't fall into the "beerinthemorning" trap!

There was one guy, violet will remember him, named Bertil. He went out most nights with the lads to the various bars, but he didn't drink or smoke. But, somehow, he enjoyed himself.
No one forces you to drink.

In addition to the outdoor activities mentioned earlier, there's also some great gyms in Phnom Penh. H/Art Academy is a really good Brazilian Jiu-Jitsu gym and Prokout Gym has Kickboxing, Crossfit Style, and Bootcamp fitness classes available. Both good places to get a workout in and meet some people.
