Well, i work, but I am not employed. Anyway, the village chief position is a political appointment and it is doubtful he would buck the powers that be for a foreigner.

do u think thats the best for ur Cambodia wife and 2 kids to put them in another 3rd world country where they have no friends, no family, dont speak the language and will need to pay for visas.

Actually, they could get by very well with English. In any case I would never desert my wife and kids. I will not try to be specific about plans that are not forumlated. No decisions have been made; circumstances will dictate action; the rest is just dry runs.
