Arriving late, I just caught up with this thread, and it's hilarious.

The thread on the weather forecasts said the water was waist-high around there yesterday, so yeah, he could be exceptionally short. Or he slipped over. Either way, he has his moment of internet fame. Someone should send this to the Daily Mail, so they can make up some scary headlines like "Western Tourists Helplessly Watch their Friend Washed Away in Phnom Penh Flash Floods". LOL.
If anyone has other ideas for a good headline for the OP in a tabloid, go for it.

When Temple Town got flooded regularly a few years ago, I found myself in hip-high water a couple of times. Now, I am a good swimmer but that wouldn't have saved me from electric cables or open man holes; both of which actually caused fatalities.
