Power would not come from the solar panel, it would come from the battery.

Yes but the “engine” would still require that amount of power. It’s not feasible to charge electric cars or even a moto with solar/battery.
Some charge stations in China have solar on the roof but that’s to supplement the mains power, and to make it look green.
The EU and UK tax payers have been subsidising “green energy” for a decade. Solar and wind companies have jumped on the gravy train. It’s an absolute con.
Don’t listen to Chinese whispers.
