I just talked to my aunt who is working in the state secretariat civil aviation of Cambodia as an accountant. She is a civil servant, so she knows some in-dept secrets about the government. I wasn't asking her directly as I didn't want to make her feel like I was questioning her. Moreover she would not give me the real answer if she knew that I am not a pro-government. I just brought up the topic then the discussion started.

She said, in fact the government didn't get that much amount of income from the passport making. The government only got partially of that amount, and the rest of the incomes were distributed to the high ranking officers in that department. She added, normally in Cambodia, some departments that make income for the country, they always have their own packages of money for distributing to the high ranking officers which cut from the whole income of each department. That's why some civil servant whose salary is lower than 0.5k can afford expensive cars.

Same as visas. Same as everything really.

What, in my mind makes this a very chilling and dangerous development is that it was carried out without the need for a terrorist network. Yes, one was armed with a gun (not needed) the weapons used were common knives. Therefore no need for a terrorist supply chain.

Radicalisation by internet and local mosques.

This shows the way for local, home grown acts, in any country, without the need for traditional networks. These networks were the Achilles heal and the way our intelligence agencies can disrupt activities.

Long and multiple supply chains resulted in 9/11. This new technique does not require them or the masterminds behind them.

We face a potentially dark time, without, currently the weapons to combat it. With all our money and military might, we may be defeated by terrorists adopting the lessons of Crowd Funding.

Yes, true but we didn't have such a great platform then. So we could not look back on it.

The point of including it was to highlight my overall point of the move that has taken place for organised and structured terrorist acts to individual acts of terror. This has long been the nightmare of the intelligence agencies.

Can you see the pattern?
