After a senseless reformation of unbeatable government the price of making passport is still pricy as hell.
The fee of making new passport is $120 at the moment while the GDP of Cambodian is about 1k.

$120 is in line with what most other countries charge, especially as it is now a 10 year passport. If you are going to relate it to the GDP of Cambodia. perhaps petrol [ and one thousand other things ] is also pricy as hell.

I've always wondered the real reason for passports being so expensive. I used to imagine it was part of the 'mirage' that Strangio talks about, though I'm not sure I was right about it. There were dictatorial restrictions on travel in the 1980s for Cambodians, just like most Cold War era commie countries. Then after the 93 elections, when Cambodia supposedly became a liberal democracy and new rights and freedom put in place, the new availability of passports was a way for the government to be able to say that Cambodians now had freedom of travel, while the prohibitive price meant that in practice freedom of travel was out of reach of most Cambodians, just like it was communist 80s. As for why it is still in place, I'm not sure if it is still to limit who can travel, or if it's a money making scheme, or if they just haven't bothered to update the pricing.
