It appears a guy is maybe revealing himself to some school girls and caught on CCTV, but all the dialogue is Khmer.

A school girl was shot dead by a suspected abuser

Banteay Meanchey: The girl, a private school shooter of a Khmer missing, was alarmed at more than 4 pm on March 30, 2018 in Kbal Spean Village and Poipet City, Banteay Meanchey Province.

The victim, named Chhun Yi Liza, a 12-year-old Japanese student, resident of Khmer, resident of Seila Khmer, Ou Bei Choan Commune, Ou Chrov District, was sent by relatives to send a relative to a school near the school. After the ceremony, the ceremony was handed over to the family for the traditional festivals.

IMO Cambodia is in dire need of sexual education at any school, there’s too much porn available for Khmer kids to watch, it should be mandatory in every single classroom (from a certain age on of course) , and then there’s the meth pandemic, which doesn’t do any good in this matter at all...

The perp appears to be Khmer? If you look at the discussions, there's a photo of him arrested. I thought maybe he is peeing against the tree. It's all so nonchalant and brazen like normal.

In that post, there are a number of photos and videos, I do not think they all relate, is this the case here? What you have transcribed does not seem to relate to the first video, does it?

i think Borums article is correct, although i havent transcribed it myself, im still hungover from watching the Joshua fight last night,

according to Borums article,
the 12 year old girl and the 16 year old boy have known each other since they were young kids,
it looks like the 16 year old lad picked her up from the girls private school and took her somewhere, raped and killed her,
the girls family were alarmed that the girl hadnt come home by 4pm so alerted authorities who looked at the CCTV footage, found and arrested the 16 year old boy at 7pm the same day

I would go with borums rendition as he did a complete translate. I just did a cursory scan of the news and quick translate of what appeared to be salient parts of the article. CHSK news article was ក្មេងស្រី​សិស្សសាលាម្នាក់​ត្រូវជនសង្ស័យ​សម្លាប់​ញាត់ការ៉ុង​យ៉ាងសាហាវ​ព្រៃផ្សៃ​ (A school girl was shot dead by a suspected abuser) There is no video in the article just six photos which are all under that article. There are of course a list of unrelated videos to the right and below the article.

They were doing CPR all wrong and not removing the ligature was a bit stupid.
Not that it would have made any difference maybe, but she looked quite “fresh” if that’s the word.
