^For those in need of a visa during this time the 3 Months EB Extension Of Stay is an easy bail out until things cleared up.

Cambodia on the long term western tourist must be losing incoming revenue now, with things being not clear on the visa's.
Always "hope" but never "expect".

At least in the UK, you are in a position to see a clear outcome hopefully at some time soon. And possibly apply for the visa with the correct paperwork there.
If the local Immigration officials aren't clear on any of this, the Cambodian consulates and embassies will know even less.

Echobeach (far away in time) will need to get the regular $35 visa. The ER or EB will come into play when he applies for an EOS, so he can look into that when he gets here.

As for whether the document in the OP is real or fake, I don't know. But I'm a little surprised how they spelt visa វីសា. I would have thought an official document would have spelt it ទិដ្ឋាការ.

According to the latest sub-decree, and confirmation by a poster on the Cambodia visa group on FB who has just been issued one, the EG EOS is indeed available for 12 mths

It's a little house in north London. I phoned them up once to ask about what I needed to get married, it didn't go well. I assume it's just a doss job for someone's relative
