Vaccine queue jumping and ethics?

It’s was no surprise to hear that the AZ vaccine is being offered for 100$ in PP at government hospitals to foreigners of all age groups.
I doubt it. It would cause a stampede by those wanting it and impossible to keep secret. People would be very angry.

Imagine it: Go for first AZ shot. Pay $100 for something that may well be a fake. Go back three months later for second shot and they ask for $500 for the full protection.
