As has been previously mentioned SE Asia has been home to millions of Chinese immigrants who were forced to flee bad governance in China, a centuries long exodus. I suspect your "bad apples" have fallen from a tree with a few rotten roots. YOU MAY CALL ME WHATEVER YOU LIKE AS LONG AS IT IS BASED ON TRUTH.

Cambodians are letting this happening. It is up to them do they allow or no.
China will not allow this to happen long anymore and they will take care of this problem. With new Social Credit system on place, this will be cleaned fast and soon.

However it has been gradually expended both in scope and in use, it has been/is being expended in order to supposedly include things such as societal behaviour of the individual and being used for things behind credit (such as issuing plane/train tickets).
Since the Chinese government wants to tackle the bad behaviour of some Chinese tourists abroad it said that they will also tweak the system so that 'bad' tourist will be bared from traveling.
In reality all these is still very shady and only partially implemented ATM, nobody has a clear view on how it will work.

It’s not going to change back to what it was. Those times are gone. China will not do anything to de-stabilise the Belt and Road Initiative and their relationship to Cambodia and its strategic location.
It’s not just about a few casinos. There’s much more to it.
Casinos is just a side thing already and that will stop soon when the Great Party decides that enough making China lose face.
Other projects will go on and will only benefit Cambodia and Cambodians who are smart enough to take advantage of that.

There are a convergence of factors (geographic proximity, large diaspora, casinos, weak low enforcement, spread corruption...) that made Cambodia attractive for Chinese triads recently, Chinese have migrated to Cambodia for centuries yet problems on this scale are only since the casino thing.
The problem is not China or Chinese as a whole it is the demography of Chinese population who is attracted to Cambodia.
