Ok, this thread is painful...the "Sandbox" scheme doesn't start until 30th November, details are still vague, but what is clear is that you MUST fly into Sihanoukville to participate, currently the only flights into Sihanoukville are coming from China, and there are no flight to the Islands. The scheme is not set to commence in Siem Reap until January There are 2 threads already dedicated to this scheme...

Back to the original topic, Travel Instructions, here are the current, as of this minute, Entry Requirements & Restrictions...likely to change again, several times, before the OP even decides to travel...

• Cambodia's land and sea borders remain closed to entry of foreigners without prior authorisation, but you can still fly into PP or Sihanoukville.

• Visa on Arrival remains suspended, if not in possession of multi-entry Visa Extension of Stay (EOS), then you need to apply for a Visa in Advance from a Cambodian Embassy or consulate (criteria varies from Embassy to Embassy, so check with them directly),

• Tourists can also apply for the e-Visa (electronic online Tourist Visa) at www.evisa.gov.kh

• Taiwanese passport holders only are eligible to apply for the E-type (Ordinary) Visa online at https://www.evisa.gov.kh/

• Visa Exempt Entry for eligible passport holders has been reintroduced.


1. PRE-FLIGHT PCR TEST:

ALL Passengers, including children/babies, must have a printed medical certificate indicating a negative Coronavirus (COVID-19) PCR test conducted no more than 72 hours before arrival into Cambodia. Must be original (not copy), must have wet ink signature & stamp.

MEDICAL CERTIFICATE/LAB REPORT: Ensure that the Lab Report/ Medical Certificate meets the following requirements and includes the details mentioned:
• Original hard copy (not photocopy or electronic),
• Printed on Clinic/Testing Facilities/Physicians letterhead and includes name, address & contact details,
• Travelers Full Name, Date of Birth/Age and Passport Number (as per passport bio-page),
• Type of Test (MUST state PCR or RT-PCR),
• Date of Test (ideally time also, as people have faced issues with airlines when there has been no time of testing annotated)
*Note: Strongly advise you to ensure that the standard time format of Day-Month-Year is used ie. 14-03-21, 14-03-2012, 14 March 2021. Other formats, in particular the US format of Month-Day-Year, may cause confusion and has resulted in travellers being denied check-in/boarding/transfer.
• Test Result (MUST state Negative or Not detected)
• Wet ink signature & stamp of the clinic/testing facility/doctor

*Note: If unable to get the ink stamp from where you received your lab report, then either take the lab report to a GP/Clinic and ask them to confirm the report by producing a Medical Certificate...or, some people have had success with an “Original” stamp from a stationary store, although the latter option is not recommended & should only be used as a last resort, there are no guarantees this will be accepted by all parties checking your documents.

**Note: The official directive states “Medical Certificate”, although most lab reports meet the criteria, people have been denied boarding for not having a separate medical certificate accompanying the lab reports (ie. Air NZ from Auckland), ensure you double check the requirements in advance with the airlines you are flying with.



2. COVID-19 INSURANCE:

All Foreigners, including children/babies, must have a colour printed Forte COVID-19 Insurance policy. Available at https://www.forteinsurance.com/covid-19-insurance/

- This does not apply to nationals of Cambodia travelling on a Cambodian passport, or foreign passport with K-type (Special) Visa.

- This does not apply to passengers with an A (Diplomatic) or B (Official) -type Visa issued by Cambodia.




3. COVID-19 VACCINATION CARD/CERTIFICATE:

All fully vaccinated travellers should present their vaccination card/certificate in order to be eligible for the reduced quarantine periods.

- Confirmation of complete vaccination status

- Final dose required to have been administered at least 14 days prior to arrival

- Must state:

• Travellers Name

• Type of Vaccine

• Date of vaccination's

NOTE: Must be hard copy (not digital on phone/tablet), if it is a card then make a colour photocopy, if digital then print out in colour.



4. VALIDATION APPLICATION ON GUARANTEE/INVITATION (VAPG) CERTIFICATE:

Those employed by or invited by a company or organisation in Cambodia that is a legally registered business with a valid, eligible Tax Identification Number (TIN) can ask the Director or a Shareholder to apply for a VAG/VAPI Certificate for them.

Colour printed copy of the certificate must be presented on arrival to be eligible for the 3 day quarantine period.

5. PRE-BOOKED ASQ HOTEL or DEPOSIT PAYABLE UPON ARRIVAL:

All Foreigners must have either a pre-booked ASQ Hotel or pay a deposit at a designated bank on arrival to cover quarantine related expenses. (Note: Many airlines require travellers to have this in cash).

Deposit Amounts (if no pre booked ASQ hotel):

No Deposit – travellers with a VAPG (Guarantee) Certificate must have confirmation of a pre-booked ASQ Hotel

$600 - Vaccinated travellers with a VAPI (Invitation) Certificate.

$1000 - Vaccinated General Foreigners.

$2000 - Unvaccinated Foreigners.

- Deposit does not apply to nationals of Cambodia travelling on a Cambodian passport, or foreign passport with K-type (Special) Visa.

- Deposit does not apply to passengers with an A-type (Diplomatic) or B-type (Official) Visa.

- Nationals of Cambodia travelling on a Cambodian passport, or foreign passport with K-type (Special) Visa can quarantine for free at a Government quarantine facility, or opt for hotel quarantine at their own expense.

- General foreigners quarantine expenses will be deducted from the deposit, or paid directly to the hotel if pre-booked.

- A (Diplomatic) or B (Official) -type Visa holders can quarantine at an approved residence as arranged by the Embassy or IO, or pre-book their quarantine at one of the ASQ Hotels.

6. COVID-19 TESTING ON ARRIVAL:

All arrivals, including children/babies, will be tested on arrival into Cambodia, either with a rapid antigen or PCR test.

3 Day Quarantine - PCR Test on arrival only
7 Day Quarantine - Rapid Antigen Test on arrival / PCR Test on day 6.
14 Day Quarantine - Rapid Antigen Test on arrival / PCR Test on day 13.

Those who test positive will be sent to a separate MoH approved quarantine/treatment facility.



7. QUARANTINE PERIODS:

3 Day Quarantine: for vaccinated travellers with a VAPG/VAPI Certificate, A-type (Diplomatic) & B-type (Official) Visa holders, and civil servants of the Cambodian government returning from overseas mission (including their family who are priority in the delegation).

7 Day Quarantine: for vaccinated general travellers both Khmer travelling on Cambodian passport or foreign passport with K-type Visa, and Foreigners with a T-type (Tourist), e-Visa (electronic online Tourist visa), E-type (Ordinary/Business) or C-type Visas, including valid multi-entry Extensions of Stay (ie. ER, EB, EG, ES).

14 Day Quarantine: for all travellers who have not had a complete course of the required COVID-19 vaccination at least 14 days prior to arrival.

Children: Unvaccinated under 18-year-olds travelling as part of a family group, will be quarantined in accordance with the period that applies to their parents.

So, still way too much trouble and expense for your average Joe. They may a well not even bother. Out of the thousands that would like to visit maybe 1% will take the time and trouble to deal with all the bullshit. I am not one of them. Looks like 2022.

won't be long before they look at how well Thailand
is doing and they make it easier here
when they have good vacination figuires
what the hell are they worrying about

I think it's wise of Cambodia to not throw the doors widely open and be cautious. I daresay they'll be watching how things go in Thailand as they would be Singapore opening up.

At only 45% fully vaccinated, I reckon the Thais are taking quite a risk in terms of managing covid. As I said on another thread, it smacks of economic desperation although who can blame them given their dependency to tourism.

i'd say Cambodia is more dependent on tourism than Thailand % wise.

its not the incoming vaccinated , pre covid tested arrivals thta will add cases but the local population moving from where they been stuck to find work
and not to forget the fleeing Burmese from across the border.

the majority are scared to complain,
thailand you said 45 % vacination is a risk
my travel agent said vaccinate the ones with muli diseases and rest it will just be the flu
my fear is they muck around to much and the dry seasons will be finished.
