Obtaining a birth certificate. ...
Wondering if there are other ways to obtain a birth certificate. My wife needs one and her commune (Steung Meanchey) is currently being divided into 3 seperate communes so it will be 3 months before she can try to get one from the commune listed on her family book.

Unfortunately the only place where she can obtain a replacement birth certificate is through the Sangkat where her birth was registered. She may be able to speed up the process by offering some tea money though.

Thanks...already tried....they said doesn't matter how much money I could give them they still can't help me for 2-3 months.

Hmm we got birth cert last year for mum and sons corrected. it would appear the births are kept in a book. when the book is full it goes to the districtwhere it may be computerised, depending on where you are.
kids birth certificate was done at the commune because the book had not been sent up yet and was handwritten. Mums came from district register and was computerised. you are entitled to 3 official copies free. original should also be free. Depending on how old your wife is it might be worth a trip to the district office. After that it goes somewhere in PP, so we were told and you have to go to the relevant ministry.
if she isnt yet on computer they may struggle to find the papwerwork suring the reorganisation. in our case mum was 24 and born over the mekong near silk island and she was on puter, so was grandma, much to our suprise

There has been a thread on this topic in the not too distant past but I can't find it at the moment. It contained some very good information although it may need updating.
However, my imperfect understanding is that Births, Deaths and Marriage certificates are slowly being compiled on to a National Data Base and, as such, older Cambodians are able to apply for an official Birth Certificate or Extract of Birth for official purposes from:
General Department of Identification
National Road # 1
Boeung Chhouk Village, Nirouth Sangkat, TA NGOV Village
Phnom Penh 12357
I would greatly appreciate either confirmation or correction of this information as I very shortly have to assist a Khmer friend obtain a Birth Certificate to support her Family Book (which she has) entry prior to going to apply for a Cambodian ten year passport.
Any additional information/corrections greatly appreciated.

She called that central office in PP and they told her to go to her province/village to get a new/replacement birth certificate. The province spent a few days looking in their files for any documentation of her birth, and fortunately, they had none. So then they just asked "OK, what do you want your birth certificate to say?" and a day or two later she had a new birth certificate with the same date of birth as her family book and passport.

Correct...if unable to obtain from Sangkat then you need to apply at the Dept. of Identification.
