I doubt the whole casino thing. Naga dude is too wealthy to let that happen.

There have been Chinese living in Kampot for much longer than that. The whole history of the south coast is very complex, but in a nutshell ethnic Chinese traders/ pirates controlled the whole south coast from Hatien to Trat by the late 18th century, and many others settled a bit more inland. Pretty much every town center in Cambodia was set up by ethnic Chinese too, including the capital.
True what you say. But the issue is do they have to take everything for themselves?

Well, I'd like to say it hadn't, but then a Lexus with two well heeled Chinese folk pulled into my front yard and began measuring the place.

Just rented it a week ago!
