My understanding from a source at McDonalds (who is based in Asia) is they won't open in Cambodia because they are being forced to partner and franchise with a particular family (I'm sure you can guess). It is conditional for them to get a license. They don't like to be bullied so don't expect to see them anytime in the future.

wonder if thats why 7/11 is not opening?

It is opening, besides it's mostly Japanese owned AFAIK.
