The terminology seems to change with every statement, ie work permits, work books and now at the end of this one, "If they are a foreigner working in any place, they have to hold a passport,visa and identity card to work." So which is it permit, book or identity card, and what about the residency cards, that previously were claimed to be required, despite the fact that none have ever been issued?
Bully turned up at my house and having checked my passport said I needed an identity card and would have to go to Phnom Penh to get it.However a fairly well connected friend of the family said that is rubbish as I have never worked. I'm still in the process of resolving who's right. Nothing is ever simple in the Kingdom of Wonder. :facepalm:

'Identity card to work' is pretty descriptive.
I have one. It is issued by the Ministry of Labor and Vocational Training.
It is called 'FOREIGNER WORK PERMIT'. (not shouting. It's in capitals.)
On the other side, it's like an id card. Photo, name in full, place of employment, position.

I'm just in the process of registering a new company called Ghost Workers Inc.
I will be employing retirees and the terminally unemployed and will pay a salary of $125 (income tax exemption threshold) and provide all staff with a work permit.

Staff only have come to work one a month to collect their $125 salary and pay me the $175 salary processing fee. ;-)

The prakas says that that in order to get the "Work Permit and Employment Card" the applicant must be in possession of a "Ministry of Interior issued Resident Card." so which of these is what you have? If it is the "Work Permit" do you have your "Resident Card" and if so, where did you get it?

Interesting, maybe I should go and ask for my Resident Card.

My Work Permit has always been organized by my employer.

Yea, they are very serious alright when they visited a school where I work requiring every foreigner to have the work permit. They also were being very helpful too by giving out the dos and donts flyer to all the local and foreign staff:
