I could give you some examples of young foreigners who learned Khmer very well, before even coming to Cambodia. They are usually camped out in the backwoods trying to surreptitiously spread their word.

I can think of a man who retired and came to live in Cambodia. He has learnt enough Khmer to have simple conversations with Cambodians. Because he does have conversations, he will continue to learn more. In 5 or 10 years time he will probably speak Khmer quite well.
