Surrender? overstay? Not so fast. Where?

I've been helping a friend navigate his overstay issues recently.

Brought him to his embassy (east asian country), and they directed him to surrender to immigration.

So we headed to the immigration office opposite the airport to get it settled.

However no one wanted to arrest the guy and were asking for official letters from his embassy.

They were passing the buck, and he went door by door, office to office, enquiring if they could be so kind as to arrest him.

That fell flat, and we headed back to his embassy. The staff on duty, gave us an address to go to, which was the same place across from the airport.

Another trip... failed as well.

We gave up around 5pm after he seriously started discussing committing a small petty crime, like kicking dustbins over and laying on the floor to force an arrest so he could be in the system. He had no home to return to, and had only a backpack on him. He's now staying with me for the time being while we get this going.

So....

Does anyone know where a person can surrender to for Visa overstay issues?

Book a flight out & kabooom caught when he gets to immigration.

Oh....no money for a flight? Thus wants jail & a flight outta here? What a pickle to be in.

Instruct your friend to employ diplomacy at all times. He needs to get in touch in writing with his embassy and ask them to please apply for voluntary deportation. It is now a fairly lengthy process and your friend needs to wait for the Cambodian government to accept and grant the deportation. In this case nothing happens without his embassy writing the Cambodian Immigration authorities first. The GDI across from the airport is overcrowded and they don't want him there. Consider that a blessing. His embassy may need encouragement to write that letter on his behalf.

Hmm... that might work. He has access to funds to pay for his flight and covid tests. Just not enough to pay his overstay fine which is just shy of 10,000. He can't check into a room without a valid visa in his passport though in the meantime.

land borders all open with Thailand, ( avoid Poi Pet) Vietnam and laos, ( only laos has zero restrictions for entry other than double vacc'd and offers voa)
if he doesn't have the overstay fee , He MIGHT be able to negotiate a lessor fee

If they turn him down......

Overstay for 3 years? Then he just wants be deported without paying any fine. Good luck to him.

How does anyone overstay for 3 years? GoFundMe for his overstay fine see how that goes.

What would be the outcome of that I wonder? They take less money or he gets locked up, leaving the embassy to step in and help. What about the other only option, cross the border with the migrant workers.
Always "hope" but never "expect".
