As a business owner, you don't get into the habit of giving non-paying customers freebies. If your good blood, you might give a freebie to the local homeless, or a real down and out traveller.
But this guy was rude, weird, obnoxious, etc..and carrying a money belt full of Dollars.
He'd already been kicked out of another place previously.

its not uncommon for Hostels to have Communal Kitchens, theres lots that have this feature in Cambodia

Years ago, I was in the restaurant of a Sihanoukville guest house when a group of backpackers, who weren't guests, came in carrying a watermelon they had bought in the local market. They demanded a large knife to hack it up and some plates and cutlery. Thinking they would order more food, the manager complied. They carved it on the bar, leaving a big mess, ate it while drinking bottled water they had brought in, then left without paying a cent.
I'm sure many others have also witnessed people bringing cans of beer they had bought cheaply in a corner store into a bar, then demanding it be poured into a glass supplied by management. They are invariably shocked and angry when asked to leave.
