The reason that Netanyahu's speech was controversial is because he didn't ask or inform the president first. Foreign dignitaries can address congress, but the process is to go through the White House first. Obama wasn't even informed until after the speech had been officially scheduled. It was incredibely insulting and some have argued unconstitutional; it is certainly without precedent historically. His speech was also really condescending. I think he did this to help his election chances back home, rather than actually trying to change US opinion on Iran.
